The range of 2-axle trucks ZIL-169 should include only two versions - a long wheelbase flatbed truck ZIL 169G and tractor ZIL-169V with a normal wheelbase. The launch of flatbed trucks with a normal wheelbase was possible, but only if there were orders for such a model. In addition, possibility of creating 4x4 version of ZIL-169 was considered.

In 1970, a prototype of ZIL 3E169V tractor was built at the Moscow Automobile Plant. According to the design, it almost completely replicated the earlier built ZIL 2E169G, even a petrol engine (ZIL-130) was installed on it, although a diesel power unit was planned for the project.

In many respects, because the new diesel engine for the new ZIL-169 family did not develop, in 1970 the plans of the Ministry of Automotive Industry changed rather seriously. It was decided that the specialists of the Moscow Automobile Plant will design their own diesel engine, which was later named ZIL-645.
