After testing the prototypes CHR-3120 and CHR-3130, KrAZ decided to continue further development under the range "Discovery", and took the CHR-3130 as a base. At the same time, the request of the main customer included several new points, for example, a cabin had to be placed over the engine. In addition, a number of parameters original technical project was increased.
The new prototype with a carrying capacity of 15 tonnes was designated KrAZ-3E6316. As 3-axle prototypes, KrAZ-3E6316 was equipped with a new multi-fuel diesel engine YaMZ 8425 rated at 360 hp and a transmission YaMZ-202. In 1984, it was sent to factory tests together with another prototype 4E6316 with another type of front suspension.
