In the 1980s, the future development of the first four-axle model 5322 became a new 9-tonne truck Ural 5323, equipped with a new 260-horsepower turbocharged diesel engine KamAZ-7403.10 V8, 5-speed gearbox, original two-stage transfer gearbox and a winch. The new prototypes got improved front and rear suspensions. Its cabins were also unified with KAMAZ trucks, equipped with an efficient ventilation system, heater and an adjustable driver's seat, but had a number of different exterior details. Maximum speed - 88 kph, range - up to 1000 km. The first batch of these trucks was made in 1989.
Ural 5323 was produced in small quantities, because of difficulties with mouting of KamAZ cabins. In addition, there was a shortage of KamAZ engines. Since the begin of 1990s, Ural factory equipped part of 5323 trucks with KamAZ engines, and the other part with engines made in Kustanai (they were made under the license of Magirus-Deutz). The version with Kustanai diesel Ural-745 got a new name Ural 53232. During three years of assembling the Kustanai factory made only 405 copies.
A fire on the engine plant of KamAZ factory happened on the night of 14 April 15, 1993 completely destroyed the production facilities. The production of Ural 53232 was stopped. The following modification: Ural-5323-20 (1993) and a tractor Ural-5423 (1994) got a turbocharged V8 diesel engine YaMZ-238B rated at 220 kW (300 hp) and 8-speed gearbox YaMZ. Later, all versions of Ural-5323 received a new cabover cabin, producing under the license of IVECO company.
