Looks like a Kiwi built conversion to a semi retired tractor unit so that it can be used as a powered rear support for very long loads like bridge beams or wind turbine masts. These "Jinker trucks" are reasonable common on NZ roads and this one is probably started life as a British truck of some description based on the wheel rims. Unfortunately I cant make out the number plate to give more info but it probably is part of the ELMS fleet in the Naper / Hastings area on the east coast of the North Island of New Zealand.

This is a low-profile truck made from a Scammell Contractor heavy haulage tractor....
